A chartered town planner and member of the Royal Town Planning Institute with 10 years of planning experience in both local authority planning (in development control and planning policy) and in private practice. Prior to joining Fuller Long, Kelly worked in the planning team of an international property consultancy in central London.
With an in-depth knowledge of planning law, policy and development control, in particular experience in providing planning advice for developments in central and south London, Kelly also has significant experience in advising on alterations to listed buildings and developments in Conservation Areas.
Kelly has worked on a variety of schemes, including major residential and mixed use schemes, regeneration schemes, hotel schemes, changes of use, care homes, extra care housing and householder developments involving extensions and alterations. Her experience includes working on a number of high profile and high value prime central London developments involving residential development, basement schemes, hotels and public houses.
Previous experience includes progressing schemes through the pre-application advice stage, negotiating with local authorities, advising clients on planning strategy, project managing planning application submissions, coordinating professional teams, writing pre-purchase feasibility reports, writing planning statements and securing planning permission for schemes at appeal. Kelly also advises on s106 negotiations, planning conditions and CIL.
Kelly has worked for a broad client base, including individual landowners, investors, registered providers, house builders and hotel owners. She holds degrees from King’s College London and London Southbank University.
